A branch does not need a local shareholder holding 51% (local partner). The branch would belong 100% to the foreign investor. However, it is necessary to appoint a so called "local service agent" or national service agent. This type of local sponsor does not have any interfering rights nor is he an employee of the company. He merely enjoys a contractual relationship according to which he shall assist the branch in all government related issues (visa, license renewal, etc.) and receives an annual negotiable remuneration depending between his society level and the size of the company.
