Ministry of Labour Issues Midday Work Ban Guidance

The UAE’s Ministry of Labour has issued an administrative resolution defining outside work types which should continue during the nationwide midday break (12:30 to 3:00 pm) from 15 June to 15 September.

The resolution issued by Mubarak Saeed Al Dhaheri, Ministry Undersecretary, specifies technical activities which require non-stop work and how workers should be given time for rest and food.

These include:

      laying of asphalt and pouring concrete; and

      works necessary to avert danger and damage or to repair casual emergency faults like water disconnection, oil and gas pipes, sewage, electricity, and traffic disruption.

      The exemption also covers around-the-clock work which needs a special government permit to do, so as to avoid:

o    traffic disruption and basic service continuity;

o    power failures, communication services; and

o    other approved works.

Those involved in these activities are required to provide workers with cold water, safety and health systems, and salt and lemon drinks and other materials approved by health authorities.

The resolution obliges employers to provide first aid at work sites, adequate cooling systems and sunshades.
